No. One product catalog is seeded into Postgres and loaded by this page. If the database is unreachable, that same catalog is the fallback. Prices are draft catalog amounts, not a margin-validated rate card.
Credits meter API sends. Included credits are part of the product catalog. Credit-pack top-ups are not offered in the current catalog.
Subscriptions store plan, interval, and provider reference. Changing a plan charges and grants credits only after Stripe is configured. Until then, checkout does not change a plan.
